Sri Kebaya Restaurant - Laporan Ketua Audit Negara 2008

Sri Kebaya Restaurant (M) Sdn. Berhad
Pada bulan Julai 2007, Pempena meluluskan pelaburan ekuiti sebanyak
30% dalam Sri Kebaya Restaurant (M) Sdn. Berhad (Sri Kebaya) bernilai
RM150,000 dan pendahuluan sejumlah RM600,000 untuk ubah suai
restoran. Pelaburan ini adalah berdasarkan kertas cadangan yang
dikemukakan oleh syarikat berkenaan. Kajian kemungkinan
mengunjurkan keuntungan bersih 34% bagi tahun ke 2 dan 40% tahun
ke 3 dan seterusnya. Kertas cadangan ini juga mengunjurkan pulangan
pelaburan sebanyak 40% setahun dan pulangan modal dijangka selepas
3.25 tahun beroperasi. Struktur pegangan ekuiti dalam Sri Kebaya
adalah seperti berikut:

Pada bulan Ogos 2007, Pempena telah menandatangani perjanjian jual
beli ekuiti dengan Mohamed Azar bin Mohamed Sharif dan Sunyta binti

Ali. Antara kandungan perjanjian menyatakan Sri Kebaya memiliki
pegangan saham 100% dalam restoran di Doha, Qatar.
Pada bulan September 2007, Pempena telah membayar sejumlah
RM150,000 kepada Mohamed Azar bin Mohamed Sharif dan Sunyta binti
Ali untuk pegangan saham sebanyak 30%. Selain itu, Pempena juga
telah memberi pendahuluan sejumlah RM570,271 bagi kos ubah suai
restoran.
Semakan Audit mendapati perkara berikut:
 Tiada due diligence dibuat secara menyeluruh sebelum Pempena
melabur dalam Sri Kebaya.
 Pempena tidak mempunyai kepentingan dalam restoran Sri Kebaya
di Doha, Qatar. Restoran berkenaan sebenarnya dimiliki oleh Sunyta
binti Ali yang memegang 49% saham dan 51% oleh Sheikh
Muhamad seorang warga Qatar.
 Pempena telah membuat keputusan untuk melabur berdasarkan
maklumat palsu iaitu Sri Kebaya memiliki pegangan saham 100%
dalam restoran di Doha, Qatar.
 Sehingga kini, Sunyta binti Ali belum membuat pindahan saham
dalam restoran di Doha, Qatar kepada Sri Kebaya dan bagi 7 bulan
pertama beroperasi restoran ini mengalami kerugian berjumlah
RM316,785.
Pempena memaklumkan surat tuntutan telah dihantar pada bulan
September 2008 untuk mendapat balik pendahuluan sejumlah
RM570,271 daripada Sunyta binti Ali.

siapa Pampena nie..?Banyak juga dengar cerita malaysian minta grant juta juta untuk buka restoran kat overseas...lepas 2 bulan tutup kedai dan cabut lari hutang tak bayar...tapi Sri Kebaya dah nearly 2 years in operation so kalau dia dpat grant pun based on genuine business idea...untung rugi tu biasa lah business..apa apa pun jangan lah buat conclusion sendiri...Sunita is a real businesswoman..there maybe some scam back home in Malaysia using her name...it's quite typical..cek keluar nama orang lain tapi masuk akaun org lain..

Pempena is a sub for tourism Msia, a company yang give grant to other company if they want to open business overseas.

Problem is Pempena nie tak buat keje betul2. Following the laporan ketua audit negara says, banyak contract they had with clients, tak sign, incomplete, tak buat audit assesment for new ventures, at the end, duit dok keluar, n untung tarak.

they suspect gaks rasuah, as in client request certain amount, tapi tiba2 on the borang loan amount lain lak yg timbul. terlalu banyak irregularities yang berlaku with Pempena with their clients. Dan yang paling best, loan dah lepas from Pempena side, but there is no company by that name, registered anywhere.

try google pempena, banyak gaks cerita depa nie.

so tak tau lah sapa silap, client or Pempena sendiri. itu kena pass to higher authority to decide.

Hi all,
Not that we do not want to layan this forum about SriKebaya. I think the business is the most important thing. It is not easy to make it in Qatar. I think you all should know better.

Cerita ni dah lama. Dah lapuk. Malas nak gembar gembur. Dipendekkan citer macam ni lah.

SriKebaya is a genuine setup. Inspired to put a Malaysian Flag in the heart of Doha as a proud Malaysian staying in Qatar. Sunyta did write to the Emir asking for a good business place to rent in Doha.(You guys also should know better how difficult to find a business place in Doha). Allah permits, we got this place in Souq.

We spent all our life saving to set up the restaurant and sought assistant from Malaysia. MECD,PNS,MARA...tons of proposal, endless meetings and bureaucracy ....and somehow landed on Motour after Datuk Mirza visit to Doha. His intention to set up a tourism hub was genuine. So he put up an idea of a venture and we applied for Malaysian Kitchen Loan from Exim Bank.

All in, took us almost 9 months for the loan to be approved. So much money spent. Unfortunately after approval Exim Bank never release the loan. Frankly we had spent out of our saving money almost 100k only to apply for the loan. Legal fees alone cost us 30k. Asked for any reason for Exim Bank action, they told us its BAFIA - confidential, any staff who leaks out information could suffer termination.

We have brought up the issue to Datuk Sulaiman of MOF. But again empty promises are always empty promises.

We started Sri Kebaya operation with cash of 3k and my credit card.

Nobody really bother about Malaysian Restaurant in Qatar. We have written so many letter seeking for support. but London looks like a better place to promote malaysian food.(Duit mat salleh lagi mahal)

It is not easy, it is tough. Tougher when you get response from PNS and MOF people over here asking "SriKebaya dah tutup ker?". We take it as a challenge. Not to mention when people have been buzzing "Sri Kebaya kroni punya", "Miti initiated" "Martrade punya"....

Till now we have not asked a single cent from our govt. No grant....no loan!

Add to the salt - we have Malaysians who complaint food is expensive - Be realistic...where can you get cheap food in a restaurant in Doha? Worst still Malaysian eat shitty food in places alike and paid a bomb but never utter a word!

Luckily we got continuous support from companies like UEM, Muhibbah, Gamuda The Embassy (just to name a few) and individuals who wanted SriKebaya to be there always and be succesful.

I know it is your concern being a malaysian wanting to know what has been going on. And I am oblige to explain. But please look at SriKebaya Malaysian Restaurant as a representative of Malaysia. We could never survive without support from fellow Malaysian in Qatar.

Look at Sri Kebaya as a malaysian restaurant and something to be proud of. It has not been easy......

I hope my explanation meet up your satisfaction - My statement is not to be rumorized or quoted with a bad notion.

Terima kasih kerana penerangan yg diberikan. Saya berkongsi kesusahan dan kepayahan saudara utk membawa dan mengharumkan nama negara kita melalui penubuhan Restoran Sri Kebaya di Doha ini. Semoga dgn hati yg luhur dan niat yg betul, Allah akan permudahkan segala urusan saudara dan rakan kongsi saudara.

Saya adalah pelanggan tetap Sri Kebaya yg datang menjamu selera di situ hampir setiap bulan.

Berikut adalah komen saya terhadap apa yg saudara tulis yg saya fikir adil utk saya ketengahkan dalam forum ini kerana saya berkongsi aspirasi yg sama agar Sri Kebaya dapat terus mengharumkan nama negara di bumi Qatar ini.

1. Penerangan yg saudara tulis di atas tidak satu pun menjawab dakwaan yg ditulis dalam Laporan Audit tersebut. Kalau dakwaan tersebut tidak betul, adalah wajar bagi saudara sebagai pemegang saham utk menafikan atau membuat dakwaan balas.

2. Kalau benar Sri Kebaya benar benar ingin memperkenalkan masakan Malaysia, kenapa tukang masaknya dari Nepal ? Saya berasa amat kecewa bila merasa hidangan yg disediakan tidak langsung mencerminkan masakan Malaysia...hanya pada nama tapi tidak pada rasa.

3. Setiap kali saya ke Sri Kebaya, tidak walau sekali saya nampak Sunyta tersenyum atau menyapa saya sebagai pelanggan. Mungkin saya tidak bergelar Datuk atau Tan Sri, tetapi sebagai tuan punya, adalah amat wajar utk menghargai setiap pelanggan yg datang, walau dgn hanya sebuah senyuman.

4. Lihatlah pd waitresses di Sri Kebaya, semua orang Filipina yg bila diminta menerangkan tentang menu makanan, mereka tidak arif utk menjawab soalan pelanggan.
Sukar juga utk melihat mereka tersenyum. (I have to give credit pada waiter Malaysia (Helmi ?) yg murah dgn senyuman dan saya kira amat jauh beza dgn yg lain-lain).

Terasa kelainan bila saya masuk ke Sri Kebaya dan masuk ke Lagenda (walaupun waiters dan waitresses Lagenda berasal dari negara Asia Tenggara yg lain, mereka murah dgn senyuman).

Apa yg saya nyatakan di sini benar-benar ikhlas kerana saya ingin melihat Sri Kebaya terus maju dan dapat bertapak lebih lama di Qatar ini. Yang baik dari Allah, dan yang lemah adalah dari diri saya sendiri.

Firstly No need to 'berencik' lah with me. Secondly there are such people who wants explanation out of positive curiosity and there are also people who need to sensationalize issues not for curiosity but satisfaction.

Your question sounded like an interrogation. I have already explained the situation. Why I cannot elaborate further on The Report you are referring to? Because we don't even know the actual event of investigation. We were not involved at all. We were not even called to explain. I guess the policy is simple....just 'shut up!'.

I did not know the figure they plucked. And Sri Kebaya was making lost for the half year running? Which company gain at that premature age of business? How to Audit a business before the end of Fiscal year? If a declared lost company still running...does it mean that the company is in trouble? If so....does it mean that we should 'bungkus'? . Some companies running on lost for years and break even as what chartered in the blue print. Our projection is three years of running on lost and break even comes in mid of fourth. I presume you understand what I am talking about.

About Nepali chef, Indonesian workers, Filipino waitresses....I would like you to expand your horizon of understanding to the nature of employment. Visit Biella or any Italian restaurant in Doha....can you get Italian waitresses or chef working to serve Italian food? Or go to Four Seasons and order some French Cuisine - strike your luck if you could get a french waitress or chef serving you French food.

This is what Globalization all about.

Here in Malaysia even, you can get Chinese or Malays chef serving Sushi or Terpenyaki - we don't make such a big fuss. We don't shout out "Where are the Japanese Chef?"

You know , the challenge is even bigger to train Nepali or Filipino or even Indonesian chef to understand our food. We are giving the best.

To follow through, we have also tried to scout for Malaysian chef to work in Doha, we had spent almost 10K on newspaper ad. Nobody keen to work in Doha. Even at a starting offer of RM5k a month with accommodation, transport and food. Any idea of how to get Malaysian chef to work in Doha?

I hope you understand much better of the hurdles that we have to face. It should not be something to complain about. We regarded that as part and parcel of our business venture.

And why Sunyta did not flick a Smile? Let me rekindle you this story. In Damansara there was one Mak Cik who sells nasi lemak infront of Seven Eleven. It has been almost three years I bought my breakfast there once or twice a week. Never in my entire visits she smiles.- Not just me but to all her customers. One day I brought a friend and we bought nasi lemak and some kuih. While driving away he asked me "Mak Cik tu serius betul - Tak senyum pun". Gosh...I just realized that she had never smile at me for the past years.I had never noticed.(Or maybe it was not important as my purpose had always been my breakfast).

One day I crave for her Nasi Lemak and sambal sotong. I went to buy my breakfast from her. Instead of ordering from her I stroke a smile when she looked at me. She froze. Then she returned my smile - the sweetest smile from the makcik. And I realized it was me who did not open up to her.

Sometimes we just forget a basic humanity values. Yes, all the time we are anticipating certain welcome gestures like a smile from the owner of the business we patron. But hey....maybe that is Sunyta's weakness that she need to overcome. Frankly...talk to her - she is a nice lady.

...and what with the inferiority complex? You might not be a Datuk or a Tan Sri but that doesn't mean you can't be friendly...and feel welcome at Sri Kebaya. Come on. "Bukan ker kita ni sesama Melayu kat Doha? Berapa kerat sangat?"

Ok - enough said. I wish you all the best for your ventures.

1. Untuk suami/isteri yang tidur berdengkur diwaktu malam, BERSYUKUR kerana beliau tidur disisi kita, bukan dengan orang lain.

2. Untuk anak/adik perempuan kita yang mengomel apabila mencuci pinggan, BERSYUKUR kerana itu bermakna dia berada di rumah, bukan dijalanan berpeleseran.

3. Untuk cukai pendapatan yang kita kena bayar, BERSYUKUR kerana itu bermakna kita masih mempunyai pekerjaan.

4. Untuk pakaian kita yang dah tak muat, BERSYUKUR kerana itu bermakna kita cukup makan.

5. Untuk lantai yang perlu dimop, tingkap yang perlu dilap, dan rumah yang perlu dikemas, BERSYUKUR kerana itu bermakna kita mempunyai tempat tinggal.

6. Untuk bunyi bising jiran-jiran, BERSYUKUR kerana itu bermakna kita masih lagi boleh mendengar.

7. Untuk timbunan pakaian yang perlu dicuci/digosok, BERSYUKUR kerana itu bermakna kita ada pakaian untuk dipakai.

8. Untuk keletihan/kesakitan otot selepas seharian bekerja, BERSYUKUR kerana itu bermakna kita masih berupaya untuk kerja kuat.

Seri Kebaya;

Dua kali kawan pusing2 Doha jadi 2 kali dah kawan makan kat situ.... kawan rasa haraga reasonable....macam kawan citer dulu...kedai Lebanese kot...makan roti arab dan daging dan sebagai nya... sorang Riyal 150++..dengan air...kalau kat Seri Kebaya sorang makan 2 atau 3 lauk dalam Riyal 100 ++ dengan air... ok la tu...ini Doha beb...

tapi masalah nyer skang nie... soalan yang ditanya masih tak terjawab...

hari tu kutu gi program pasar malam dikedutaan mesia ...
sempat jengok sume meja2 jualan ...
sempat jugak jengok peniaga2 ...
sempat jugak jengok muka2 peniaga2 yg berniaga ...
tiba2 kutu teringat kata2 encik noble man ...
erm, tapi at least kutu syukur sebab ada jugak yg nak berniaga walaupun ... erm ...

The detail in the Laporan Ketua Audit Negara 2008, as posted by mohamsu, has to be answered item-by-item by Sri Kebaya Restaurant. I believe, the comments posted by the forummers here do not mean that they do not support Sri Kebaya. I am pretty sure, most of the Malaysians in Qatar, do support Sri Kebaya Restaurant, if not all.

The statements as raised by Noble-Men are supporting statements. Sri Kebaya should not assume that we only know how to critic. We are of course concern with the only Malaysian restaurant in Qatar. But, Sri Kebaya needs to see and understand the outsiders view. I am pretty sure that there is nothing Sri Kebaya needs to be afraid of, if they think they are right and there is nothing to hide from.

And, please answer the statement item-by-item. I am pretty sure, all Malaysians are sincere and honest in their work, not like some people in the Middle East who answer things like a roller coaster before arriving at a final answer.

Anyway, cheers to everybody. And keep supporting Sri Kebaya cheers

Hi All,

My apology if anybody still feel so 'terbakar' if supposedly item by item has not met any answer. Simply...we have none. As I had mentioned earlier - we were not involved in the so called Price Water House Coopers Audit or even our National Audit. Sri Kebaya was mentioned in the parliament by Kit Siang - I had already responded to him explaining everything in his blog. (google you tube).

I had already met with Mr Paul Tan of PWC and submitted all the documents, MOU and agreements that we had entered. We did not even know the audit report until I read this forum - with intention to look for how people respond to Sri Kebaya and how could we improve it.

We had already written to M.O.F. explaining the situation. I had met Tan Sri Sulaiman Mahbob and Datuk Noriyah for this matter. A lengthy report of chronology and documentations had been submitted. Trust me.....it is not just a restaurant.

Frankly, if we could have known what we had to go through - we would have just get a franchise from McDonald and open an outlet in Ulu Yam somewhere.

Yes, as what had been stated - we had used some fund to speed up the renovation of the restaurant. When we got the place - it was just bricks forming walls and a roof. No infra except for electrical points. We had to do the plumbing, sewage, drainage, piping, everything - in compliance to Souq Authority and Baladiah. Plus the interior we brought all the way from Malaysia.

I guess you must have some ideas how much it have caused us in Doha. - lucky thing the contractor who did the interior was recommended by Encik Zahari (former 1st secretary). If not we would have been conned upside down. A piece of tile alone caused us Qr. 18.00 (minus workmanship) - I can show you the picture of the building before the renovation if you insist.

We had asked Malaysia company in Doha to quote us on the renovation and interior - They quoted RM 1.7 M! And what we had spent was a fraction of that. We did the fixing of lamps, wood carving, kitchen and even paint the shop on our own just to keep up to the budget.

Just try to be sensible and rational. I think the best 'people' to answer to your unsettling 'questions' is the M.O.F. Why don't you write to them and ask. That is not a so peculiar action to do isn't it?

We had entered into legal MOU with Pempena before their account was frozen. The restaurant supposed to be a Tourism Hub and a mutual understanding with MECD that the restaurant could serve a function as an entrepreneur hub for entrepreneurs who want to carry their business to Qatar. Non of these materialized. Why? I guess again you need to write to them to seek for answers.

I am so sorry - as much as I would like to cure your 'sakit hati' - I can't. (if you want to insist on having the sakit hati - it is your prerogative.) As much as I can tell - documentations are confidential.

Yes I cannot agree more with Wak. Let us put up a challenge who would want to open a restaurant like Central ?- It is a dare!

Then serve cheap food and reasonably good food. Our main intention was that kind of restaurant in the beginning of our plan. It was scrapped by Malaysian Govt when comes to Malaysian Kitchen Program (Please google for Malaysian Kitchen rules and regulation) - Seating capacity of not less than 120. Interior that represent Malaysia, a corner to display Malaysian Crafts and so on and so forth.

Just worth to mention - did you know we spent almost 4 months looking for a business premise in Doha?

We have been so transparent about our setup with M.O.F and MOTOUR. In fact - the setup of companies and the arrangements had been advised by them.

For you information, we had even write to Pak lah to officiate the opening for us when he was a PM and twice we have written to Datuk Seri Najib Tun Razak. But we had no reply. Anybody could assist us on this?

We had also express our problem to Datuk Mustafa Mohamed our Ministry of Finance during his visit to Sri Kebaya and until now nothing resolved.

I am not trying to be rude or emotional over this, if you feel like 'terbakar' please keep your terbakar with you as we are the one who had been 'bakar'!

I am sure the so called 'outsider' point of view will be well accepted and viewed by us. Which ever areas we can improve - we will. regardless of what ever shot coming in Doha. You are right - nothing that we should be afraid of. Business as usual. Debt must be paid. Part and parcel of doing business. Again as suggested: Write to M.O.F. As much as we could, we have explained them well.

We only provide answers for things that we know. We cannot make out answers. I am sure you would like to know - out of all companies mentioned by Audit Negara - ONLY Sri Kebaya responded to stand on our ground. Do we have anything to hide? No!

Without the proposition of Malaysian Kitchen - we could have just (like Wak said) open a small Central like restaurant and run it with a staff or two. Less headache and less people to please.

Wow...now i don't even know why I bother to respond to all these. Who are you guys anyway? (I mean what are you guys doing in Doha? Working with UEM?)

i nak tanya sikit..ni soalan honest membina ni bukan nak kasi 'bakar' tau...hehe...i nak tau kenapa you tak tutup ajer Kebaya n bukak ajer restoran mcm Central punya concept?...tak pun mcm thai snack atau thai smile...

ramai msian suka pegi sana sbb food sedap n murah...every time i pegi mmg ramai org...kkdg kena tunggu giliran setengah jam...food biz ni u kene go for volume n market to non-msians jugak....
